Jerilyn Fraser has a job at the American Embassy in the greatest city in the world: Paris, France. She answers the phones and helps American tourists through the problems that have plagued vacationers for ever.

But one call gets her entagled in the world of international intrigue. A terrorist calls and offers to turn himself in to her if she can help secure the release of his poor wife who was rounded up in a raid on a terrorist cell. He claims she was just visiting a relative.

Thinking the situation is far over her pay grade, she turns it over to the embassy security officer. Unfortunately for her, the terrorist will only talk to her.

And to further confuse the mess, the man is calling from Baghdad, and his wife was arrested in Munich. The security officer recognizes the man's name and realizes this could be a very big thing.

So, the two travel to Munich and secure the release of the woman without alerting the authorities and head to Baghdad to complete the exchange.

Naturally, things go very, very wrong.
